Politicians are being urged to introduce free school buses and road safety education after a new poll showed such policies were popular with voters.
The AA/Populus poll also found the cost of running a car was the biggest motoring concern that drivers would like to see tackled by MPs.
The second-largest worry was about the number of drivers who failed to pay for tax and car insurance.
Drink and drug driving were next on the list, while traffic congestion and the state of the roads remained important issues.
Nearly four times as many over-65s were concerned about illegal drivers than those aged 18-24.
Despite having some of the cheapest fuel prices, AA members in north-east England reacted even more strongly to the cost of motoring than those in Northern Ireland, where prices were often the worst.
AA members were presented with 13 possible election manifesto pledges.
AA president Edmund King said: "The top three motoring concerns don't seem to be reflected well in the election manifestos. The cost of motoring is the number one issue for drivers.
"With high fuel costs hurting two thirds of drivers, those polled want to see urgent action on motoring costs, illegal and drink/drug-driving drivers."
